The Baseline scenario builds on the EU reference scenario 2016 Energy, transport and GHG emissions : trends to 2050, Luxembourg: Publications Office of the European Union, 2016, doi:10.2833/9127, (in particular PRIMES-TREMOVE), but additionally includes few policy measures adopted after its cut-off date (end of 2014) and some updates in the technology costs assumptions. To support the assessment of policy options, quantitative tools have been used. These are described or referred to in the text in the IA report.
