As the Commission's in-house science service, the Joint Research Centre's mission is to provide EU policies with independent, evidence-based scientific and technical support throughout the whole policy cycle.

The JRC Institute for Energy and Transport (JRC-IET) is one of 7 scientific institutes belonging to the European Commission Joint Research Centre. The JRC-IET staff is located in Petten, The Netherlands and Ispra, Italy. The mission of the JRC-IET is to provide support to Community policies and technology innovation to ensure sustainable, safe, secure and efficient energy production, distribution and use, and to foster sustainable and efficient transport in Europe. Among other activities, the JRC provides data, analysis and intelligence on energy research and innovation (R&I) policy and performance at EU, national and regional level, including developments in major countries outside Europe. This supports EU Energy R&I policy, in particular the implementation of the European Strategic Energy Technology Plan (SET-Plan). In this context, the JRC provides independent assessments on the state of the art of different energy technologies, and identifies market barriers, best practices for mobilisation of private and public funds and for policy measures, with the aim to facilitate technological development and the deployment of innovative technological solutions in the low carbon energy area. In some cases it may require external support in the form of study reports targeting specific technologies, the associated value chains and markets, as well as other related issues.

The publication of the call for expression of interest to collect a list of vendors to be invited to submit requests to participate or tenders is made pursuant article 104 of the Financial Regulation and article 136(1)(b) of the Rules of Application applicable to the general budget of the European Communities. This article is applicable for contracts with a value not exceeding that referred to in article 170(1) and without prejudice to articles 134 and 135 of the Rules of Application.

Participation is open to all natural and legal persons within the scope of the EU Treaties, as well as all natural and legal persons established in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.
