At present, the Toolbox represents a unique reference system for Exposure Scenarios that have been applied in risk assessments at world scale. Currently, it is being tested internally at the JRC and by selected experts with the scope of providing broad stakeholder access during 2006.
The main functionalities of the system are the following:
  • Web online access and operation,
  • A central user interface,
  • Product and data-specific taxonomies (classification/categorization),
  • Tool-specific data input, and "knowledge-based" analysis/indexing templates,
  • Tool-specific "knowledge-based" data queries,
  • Tool-specific automatic reports,
  • Standard format for developing scenario-based exposure assessment dossiers.

The Toolbox includes the following integrated relational databases/modules designed to act as a reference system:
  • ExpoData: it contains chemical specific exposure data, such as substance usage in specific products/articles and their typical concentrations and related emission or migration data and substance concentrations in environmental media or body parts or fluids, etc.
  • EU-ExpoFactors: it contains non-chemical specific exposure data, such as human body weight and breathing rates for various types of consumers, residential air exchange rates for various types of apartments and homes, etc.
  • ExpoModels: it contains an inventory of Exposure Models and Algorithms, such as an algorithm for assessing dermal exposure to a chemical in a product used for a household cleaning task, etc.,
  • ChemTest: it contains Exposure Testing Methods, such as methods to quantify emission of volatile chemicals from a consumer product, etc.,
  • ExpoScenarios: it contains libraries of available exposure assessment and a scenario generator facility to develop new exposure assessments using a standardized procedure,
  • ExpoHealthData: it contains Human Health Data associated to Exposure, such as physician reports in publications of human skin irritation and sensitisation associated with a particular chemical used in consumer products and articles, etc.),

During the EIS-ChemRisks 1 project the Toolbox architecture and contents have been reviewed by 3 EU Institutions (BfR, AFSSET, RIVM) and the results of the review were implemented into the toolbox by the JRC. Based on the current Toolbox status, at this stage, the objectives of the further development of the toolbox include:
  • To enlarge the user society to all key EU Institutions
  • To further develop the toolbox architecture to a standard version agreed by all EU Institutions.
  • To configure the toolbox standard to the implementation needs of the GPSD.
  • To configure the toolbox standard to the implementation needs of the REACH regarding consumer exposure to chemicals released from consumer products/preparations and/or articles.
  • To develop and apply training resources for the operation of the Toolbox in all 25 EU Member States
  • To introduce key source documents from all 25 Member States using the common Toolbox standards

This Toolbox standard will offer a harmonisation basis across different policy areas that involve exposure assessment.
