Overeenkomst voor gebouwendiensten, onderhoud en modernisering
IRMM/2011/D03/007/RC

In het kader van de dienstenovereenkomst wordt de contractant belast met het uitvoeren van de onderstaande specifieke installatiewerkzaamheden in de laboratoria in gebouwen die zijn verspreid over een oppervlakte van ongeveer 38 ha, evenals verschillende soorten onderhouds-, reparatie- en uitbreidingswerkzaamheden voor de technische installaties, voorzieningen en gebouwen van het IRMM. Een aantal van deze werkzaamheden moeten in gecontroleerde (nucleaire) zones plaatsvinden. Het gaat om de volgende hoofdtaken:

— het onderhoud van de verwarmings-, ventilatie- en airconditioninginstallaties in en tussen de verschillende gebouwen en in wetenschappelijke en nucleaire laboratoria (totaalaantal uren per jaar: ongeveer 5 700);

— de installatie van wetenschappelijke en technische apparatuur in de wetenschappelijke en nucleaire laboratoria (totaalaantal uren per jaar: ongeveer 3 800);

— algemeen onderhoud en modernisering van gebouwen en installaties die rechtstreeks op gebouwen zijn aangesloten en in de wetenschappelijke en nucleaire laboratoria (totaalaantal uren per jaar: ongeveer 3 800);

— onderhoud en de modernisering van laag- en middenspanningsinstallaties, onder meer in wetenschappelijke en nucleaire laboratoria (totaalaantal uren per jaar: ongeveer 5 700);

— elektrische installatiewerkzaamheden voor wetenschappelijke en technische apparatuur in de wetenschappelijke en nucleaire laboratoria (totaalaantal uren per jaar: ongeveer 3 800).

De opdracht omvat de levering van alle verbruiksartikelen, reserveonderdelen en apparatuur voor de uitvoering van bovengenoemde taken.

Contacts between the contracting authority and tenderers are prohibited throughout the procedure save in exceptional circumstances and under the following conditions only:

Before the final date for submission of tenders:
  • At the request of the tenderer, the contracting authority may provide additional information solely for the purpose of clarifying the nature of the contract.
  • Any requests for additional information must be made in writing only to jrc-irmm-procurement@ec.europa.eu. Requests for additional information received less than five working days before the closing date for submission of tenders will not be processed (for practical reasons).
  • The Commission may, on its own initiative, inform interested parties of any error, inaccuracy, omission or any other clerical error in the text of the call for tenders.
  • Any additional information including that referred to above will be made available on this site (tenderers who have requested the specification) (candidates invited to tender).
After the opening of tenders:
  • If clarification is required or if obvious clerical errors in the tender need to be corrected, the contracting authority may contact the tenderer provided the terms of the tender are not modified as a result.
  • In case of negotiated procedure, the contracting authority may negotiate with tenderers the offers they have submitted, in order to adapt them to the requirements set out in the contract notice, tender specifications or any additional document and in order to find the tender offering best value for money. During negotiations equal treatment of all tenderers will be ensured.
