The Institute for Health and Consumer Protection of the Directorate General Joint Research Centre (JRC) of the European Commission is supporting the Directorate General for Employment (DG EMPL) for the implementation of the SCOEL (a Scientific Committee for Occupational Exposure Limits to Chemical Agents ) project, in the frame of Council directive 98/24/EC on the protection of the health and safety of workers from the risks related to chemical agents at work. This directive provides that the Commission shall evaluate the relationship between the health effects of hazardous chemical agents and the level of occupational exposure by means of an independent scientific assessment of the latest available scientific data.
Commission decision 95/320/EC setting up a Scientific Committee for Occupational Exposure Limits to Chemical Agents (SCOEL) establishes that the task of the Committee shall be to supply the Commission with opinions at the latter's request on any matter relating to the toxicological examination of chemicals for their effects on the health of workers. Decision 95/320/EC states that SCOEL shall in particular give advice on the setting of Occupational Exposure Limits (OELs) based on scientific data and where appropriate shall propose values which may include:
- the eight-hour time weighted average (TWA),
- short-term limits/excursion limits (STEL),
- biological limit values.
The OELs may be supplemented, as appropriate, by further notations. Similarly, the Decision indicates that any recommendation shall be supported and explained by information on the basic data, a description of the critical effects, the extrapolation techniques used, and any data on possible risks to human health. The feasibility of monitoring exposure at any proposed limit value(s) shall also be noted.

The mission of the Institute for Health and Consumer Protection (IHCP) of the European Commission Joint Research Centre is to provide scientific and technical support to the EU policies for the protection of the interests and health of European citizens in the areas of food, consumer products, chemicals and public health.
The Systems Toxicology Unit as part of IHCP is launching a call for tender for the purchase of a High Throughput Multiprobe Sonicator for nanomaterial dispersion and compound solubilisation in liquid media. The sonicator will be integrated into the existing robotic platform Hamilton of the High Throughput Screening facility, and will also have the possibility to serve as a standalone device. The sonicator shall allow the parallel direct sonication in all wells of standard 96 and 384 (or custom formatted) well-plates.

- die Erarbeitung und Dokumentation eines Konzeptes zum Rückbau der Caissons in Flügel G. Die schriftliche Dokumentation umfasst im Wesentlichen die technische Durchführung des Rückbaus mit den Schritten Detailplanung, Demontage, Dekontamination, Freigabe, Verpackung, und Transport, inklusive der nötigen Genehmigungen, Sicherheitsmaßnahmen, Schnittstellen zum Restbetrieb und Schleuswegen für die Abfälle.
- Die Abschätzung der Gesamtkosten und der Dauer des Projektes, unter Berücksichtigung der erlaubten Arbeitszeiten im Kontrollbereich.
- Die Erstellung einer Änderungsanzeige nach §9 AtG für den Rückbau der Caissons.

The IHCP/ Nanobioscience (NBS) unit is working in the framework of the institutional project Nanobiosciences. The objectives of this project include work on the toxicity and biokinetics of nanoparticles detection of nanomaterials in complex matrices (e.g. food, cosmetics…), in addition to a range of other fields such as biosensors and medical isotope production.
In this framework, the institute has purchased in 2001 a surface science analysis station purchased in 2001 (Kratos Contract n. 18073-01-12 F1FM ISP GB) inclusive of a Kratos Axis Ultra XPS Spectrometer, a load-lock and a radial UHV transfer chamber connected to a TOFIV mass spectrometer. The system is operating at UHV (p<10-9Torr) and allows analysis in situ of surfaces with high sensitivity. It is used mainly within the Nanobiosciences action and in several share cost action projects. The TOFIV module includes a Bi cluster source that allows analysis of surface chemistry with high sensitivity and lateral resolution. However, the system is lacking in the detection and analysis of nanomaterials in complex matrices such as organic polymers, food and food contact materials. For this, the institute plans to upgrade the TOFIV module with a Gas Cluster Sources that will allow dual beam depth profiling and 3D analysis.
