The European Laboratory for Structural Assessment (ELSA) of the JRC-Ispra (Joint Research Centre, Ispra) is equipped with a large reaction-wall facility and has acquired its best expertise on the development and implementation of innovative experimental techniques mainly related to testing large-scale civil structures by means of the pseudo-dynamic method. These tests require the construction of huge mechanical setups equipped with powerful servo-hydraulic and electric actuators and advanced instrumentation.
The services needed are divided into 2 fields.

The Digital Citizen Security Unit of IPSC studies the impact that new information and communication technologies have on the citizen. The activities carried out by the Unit include, amongst others, the development and assessment of scenarios associated with information that is recorded when a citizen interacts with a digital smart environment (in particular with the “Internet of the Future” and with intelligent transport systems), and the evaluation and design of novel intelligent, efficient and secure surveillance systems that will increase the safety and security of EU citizens without compromising their fundamental rights to privacy. To this end, the Unit is setting up two new facilities. The first facility is a Video Surveillance Laboratory. The objective of this laboratory is the evaluation and testing of technologies for smart and intelligent surveillance of public, open space areas, taking into account security and privacy requirements. The second facility is a “Digital Footprint Impact Demonstrator Room”, which aims to assess and quantify the impact on citizens of mobile smart devices. The materials, equipment, services, maintenance and sales assistance needed in these two facilities are divided into 4 fields.
